From the outside, menstruation occurs only when the breasts and genitals develop to a certain extent. This means that she can have children, but of course this will have to wait until her external reproductive organs develop to a certain extent. So menstruation must occur some time after puberty. Generally, girls begin to enter the developmental stage at the age of ten to eleven, and girls at the age of eleven or twelve will show obvious secondary sexual characteristics in appearance. Unlike boys, girls develop early, but develop slowly and end early, while boys develop late, develop quickly and end late. So boys have much more room for development than girls.
