In order to improve the nutritional status of primary and secondary school students in my country, ensure the healthy growth of young people, and cultivate scientific eating habits among them, the Ministry of Agriculture, the State Planning Commission, the Ministry of Education, the Ministry of Finance, the Ministry of Health, the State Administration of Quality and Technical Supervision, and the China National Light Industry Federation jointly organized and implemented the plan in August 2000. The plan established a national "Student Milk Drinking Plan" inter-ministerial coordination group, which is affiliated to the Ministry of Agriculture. The office of the "National Student Milk Drinking Plan" inter-ministerial coordination group is located in the Agricultural Reclamation Bureau of the Ministry of Agriculture.

At present, it is stipulated that the production enterprises of "student milk" must be verified and approved by experts organized by the Office of the Inter-ministerial Coordination Group of the "National Student Milk Program". To ensure quality and safety, "student milk" must be produced by ultra-high temperature instantaneous sterilization and packaged in aseptic composite paper packaging. In terms of identification marks, the "school word mark" authorized by the Office of the Inter-ministerial Coordination Group of the "National Student Milk Program" is printed on the packaging box. As milk specially for school students, student milk is not sold in shopping malls.

The basic principles for implementing the "Student Milk Program" in my country are safety, nutrition, convenience and low price.
