Depending on the color of the meat, add soy sauce, salt and cooking wine, stir-fry briefly, add water (enough to cover the meat), bring to a boil over high heat, then simmer over low heat until 80% cooked, add kelp and simmer together for about 10 minutes until the kelp is well-seasoned.
